My reading of that case is that the U.S. Supreme Court has said that the state legislature has plenary power, full power, in respect to appointment of presidential electors and that power cannot be eroded even by the state constitution.
This is the first smart move the Fletcher administration has made so far. What they needed in that position was someone in no way politically controversial, ideally with some experience in personnel matters. How many Democrats were going to feel confident they got a fair shake from that office?
